Your cerebellum, area in the back of your brain that monitors movement and predicts the sensation you will feel when you attempt to tickle yourself. Because of this, when tickling is performed by someone else you feel it because of the somatosensory cortex and the anterior cingulate cortex. When you ticklish yourself, these regions are much less active.
